Server Forge wont download

Every time I try to install Forge to run a Sky Factory server, it downloads up until it gets to akka-actor, and it stays there and won't move on. The installer that was included in the modpack server files gives me this output:

I've looked through multiple threads and nothing has fixed my problem so far.

1.12 is no longer supported on this forum.

Please update to a modern version of Minecraft to receive support.
