Installer Tools Download Error

I am receiving an error on 1.15.2 Forge where it shows it is unable to download "installer tools 1.1.4".

I have done nothing fancy, I downloaded the installer and launched it. Nothing much.

It also happened to be that I tried to install the "installer tools 1.1.4" manually but it showed an error. There is a screenshot given below.

I am also sending an installer log with it.

Please help me.

The otehr thing I would try is make sure you either run the installer as admin, or fix whatever permissions are messed up in your minecraft directory that isn't allowing it to download the file.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

Not working. Tried giving the files permission but no options show up. I again tried downloaded and installing the files but it shows "moved or missing". I attempted downloading on 3 different browsers, Opera GX, Firefox and Chrome. None of them worked.

Maybe its more of the sites problem. I even tried VPN but still not it.

I previously had also installed forge for 1.8.9 and it worked. It was like a year ago and it works fine till now.

How do you add a mob to spawn around a existing vanilla structure?

So I have a custom mob that I wanna spawn around pillager outposts naturally. maybe with only 1 limit. But I can't seem to find the right path for it.
Like doing it similar to how pillagers spawn.

downloading the modpack from at launcher got it working..... seems like there was some weird downloading with 2 of the mods failing virus scans.
