Forge these libraries failed to download

Hello 

So i've been trying to download forge for version 1.8.9.

When i install the windows installer i get the message ''The libraries failed to download. Try again

Org.scala-lang.plugin:scala-continuations-library_2.11:1.0.2

Org.scala-lang.plugin:scala-continuations-plugin_2.11.1:1.0.2

I've already tried alot of things that are listed on the forums, youtube ect.

I've also tried to download almost every forge client. Forge downloads correctly on 1.15.2

1.14.4 and 1.12.2 and probably also works on 1.13.(Have not tried this one)

On all the other versions that i've tried it says the same error.(1.7.10, 1.8.9, 1,10 1.11 I've tried for these version both the windows version and the .jar version)

I've been trying to fix this for over 2 weeks now with no succes. I don't know if its my laptop or something else.

I've already redownloaded Java and Minecraft over 15 times now. I don't know if its because i have Badlion Client and Lunar client (2 Pretty popular minecraft client on hypixel ect.) or it's because of discord or any other app.

If you had the same error and fixed it please help me out. 

I have already tried to do the powershell command window thing and it says that is doenst have acces to the file.

Any help would be appreciated.

If you need anything like logs just ask it. please help

And also if you have questons ask them please.

Specs: Windows 10 64bit

I7 8550U 

8gb of ddr4 memory 

Geforce mx130 2gb vram

128gb ssd and 1tb hdd
