minecraft forge server not opening

hey i need help in starting my minecraft server it worked yesterday but now it doesnt i click it and it doesnt open pls help

What happens when you try?

the version is 1.12.2 
when i try to open it i click it and doesnt start
and there are 2 the vanilla one and the forge one im trying to open the forge one that one doesnt open but the vanilla one opens
