Help with my server (MODS NOT WORKING)

Mods work completely fine on survival, but on the server they won't, here is the only info I got

I mad ethe server wtih forge but I don't know no file called "debug.log" exists in my server folder.

The server you started is vanilla. How are you running the server?

1.12.2 and not even Forge.
