Forge 1.7.10 Server Not Starting

Hello! I've been trying to run a 1.7.10 forge Minecraft Server, but when I run forge-1.7.10-10.13.4.1614-1.7.10-universal.jar, it does nothing. When I run the vanilla server, it loads all of the files and even starts up.

I've agreed to the EULA, tried running it both in batch and the command line, and I am using Java 8. Any assistance would be greatly appreciated!

have you downloaded the recomended file or just the newest one
