[1.15/1.16] Diplomacy Minecraft mod

Hello there,

I'm trying to make a Diplomacy mod for minecraft where

I need to store some data per chunk, and generate that data

when the chunk is generated.

How can I accomplish that, and what version of minecraft should I use, since

the current minecraft version is still in development?

Capabilities can be attached to chunks and used to store extra data.
