Changing forge version on ModLauncher type server

Hi there! So I've started my multiplayer server, but one of my friends is experiencing weird bugs. He's on survival but he can slowly fly up and slowly fall down when he realese spacebar. He also takes fall damage when doing go. Also he get bugged and experience blocking  by invisible walls. The bug is not dependent by the server, happens on 2 individual servers. And only to him.
We are using forge 1.16.4-35.1.36 but the hosting site forces to use 1.16.4-35.1.13 version. According to logs:

Looks like I need to change starting arguments for ModLanucher but I don't know where to find them

What makes you think you need to change the args?

and this sounds like an issue with his internet connection.
