That log shows only two mods being loaded, ChunkNoGoByeBye and Forge itself. -
That's a warning that should have no effect on the game actually starting, and you should probably try the most recent version of Forge.

This looks like an issue with Mystical Agriculture. If they say that it's not their issue and that it's something else tell them the error is coming out of their code so if it's coming from something that their system is processing they should either check and correct it or properly log what they were processing that caused the error. It looks like you may have storage-drawers.toml open in an editor which is locking the file preventing other programs (i.e. Minecraft/Forge) from reading from or writing to the file.

Forge installs itself as a version of Minecraft. Make a new Profile/Installation and select Forge from the version dropdown. (Note: For some reason Forge 1.12.2 gets booted to the bottom of the list.)
-
With 1.14 you only put the version in mods.toml, and I believe you can read it from your mod's ModInfo at runtime This doesn't work for build-time gradle stuff, that just occurred to me. I believe you can leverage processResources to accomplish this, though

I’m going to assume you mean it resets it, please read the logs section of my signature below and provide the appropriate log in the appropriate manner.
