That error is indicative of running Forge 1.12.2 on Java 9 or later, Forge 1.12.2 only supports Java 8

That starts a vanilla server, you need to run the Forge jar to start a Forge server

Connecting to localhost would make sure that the server is actually up in the first place

localhost in minecraft, this will only work if you're on the same machine as the server
