Can't see Forge Version
It sounds like the Forge profile is being created targeting Vanilla, which is odd. Edit the profile and select Forge from the version dropdown.

Forge runs 1.12 instead of 1.12.2
How are you installing Forge? Where did you get Forge from? (please provide a url) Is this a client or a server? How are you starting Forge?

Forge saved as .jar but opens like it's a .zip
Please provide your installer log, it will have the same name as the installer but with .log on the end: Installer: forge-{version}-installer.jar Log: forge-{version}-installer.jar.log Note: If you have Windows Explorer set to hide file extensions(as is the default setting), they will look like this: Installer: forge-{version}-installer Log: forge-{version}-installer.jar

Forge installs itself as a version of Minecraft. Make a new Profile/Installation and select Forge from the version dropdown. (Note: For some reason Forge 1.12.2 gets booted to the bottom of the list.)- Forge saved as .jar but opens like it's a .zip

Unless you get this issue with a Forge client connecting to a Forge server this does not look like a Forge problem- Server won't launch.

Wait, what exact steps are you taking? Is this a situation where you downloaded a file and the browser prompts you to open or save it and you're selecting "open"?- Minecraft Forge Launcher Wont Launch
