Personally I would recommend trying to reinstall/update Java before manually downloading things on the principle of treating the cause, not the symptom. Also please don’t necro old threads.

Yeah that starts a vanilla server, you need to start the Forge jar instead.

You could run gradlew javadoc I suppose, but Forge being a framework rather than an API and Minecraft not being designed to be modded you're almost always going to find yourself using your IDE to browse through Minecraft and Forge to see how things are used and what they do.
