PLEASE PLEASE PLEASE Do not use Google docs for sharing your errors or logs, use pastebin or GitHub gist. Oh god he tells you to set _JAVA_OPTIONS, do not do this just set it per-project. The one thing he does right is telling you not to use JDK 11, which is what you have done. If you run the jar with a command prompt or terminal what happens? You will need to put pause on a newline to stop the window from closing.

How are you getting empty jar files? Also your filenames do suggest you're getting mods from the wrong sources, please read my signature for more info on this.

Your command prompt/terminal's working directory needs to be the root directory of your mod source(i.e. where gradlew and gradlew.bat are) for that to work.

Optifine doesn't have a Forge-compatible version yet, i was more asking about the other mod you mentioned.

Where are you getting your mods? How are you installing them? Please provide your debug.log (More info in the EAQ and my signature)

Is the world this server is running from 1.12.2 or a different version?

Tomb many graves needs to be updated due to a recent change. Workaround is using Forge 25.0.60 or earlier but remember 1.13.X is still being developed to breaks like this should be expected.
