That version of Inventory tweaks is for 1.12.2, not 1.13.2.
and Optifine still needs to add Forge support, at this time I think it only works when it installs itself standalone.
First, please update your Forge version, it's ancient.
Other than that this looks to me like an issue with file permissions, which I know nothing about on Linux.
Ok so it's as simple as installing a Forge server into your server folder. Just get the correct installer version, run it, select the option to install a server, and set the location to your server folder.
Try updating to the latest version of Java 8.
Note: you will run into another problem later and we're trying to find out what went wrong, workaround appears to be run an older installer, then the latest one.
Without the log there's not much we can do.
When you say "it freezes", how long have you left it frozen before killing it?
Have you looked for the log or did you just assume no log was made because it froze?

In the case of an installer log it's right next to the installer, with the same name as the installer but with .log on the end.
