The second set of folders are for tests... Unit tests that run on individual classes and methods to make sure they work without starting up the whole program.

Looking at your latest.log (debug.log would be more helpful), you appear to be trying to load 1.12.2 mods in 1.13 This is not a thing

Where are you getting your mods?

Can you please provide a screenshot of your launcher?

Don't rename the jars that the installer generates...

Holy...god... All I can tell you is that your issue looks like a coremod and beyond this only you can narrow it down.

First I'd like to ask why you are allocating a whopping ten gigs to Minecraft. Second, please read the EAQ or the "Logs" section of my signature and provide the appropriate log.

Most users often can't tell what their issue is in the first place, so if they see a thread with someone complaining about the same SYMPTOMS, they assume it's the same cause. This muddies the thread because then we have to address two different users with two different issues, like having two conversations on the same phone line.

There are nefarious modders, yes. They are not allowed here but they do exist and it is on the user to not download the mods that pack in Malware, this is why it is critical to let the user have control of what is and isn't downloaded.

Two things here, it sounds like your GPU (in this case an apparently very old Intel integrated which I believe uses System RAM as VRAM) is running out of VRAM trying to fit a texture into the texture map, secondly you're giving the game less than half a gig of RAM.

NEI is a JEI addon these days, and this bug was already fixed, update NEI.

This part is important

For some reason your computer is trying to run the file the wrong way. It's trying to use Java which is correct but it's trying to run it with the wrong arguments. Try opening command line or powershell in that folder and run java -jar OptiFine_1.13.2_HD_U_E6.jar, see if that works.
