Forge 1.16.5 Fails to Install on macOS 11.1

I'm trying to install Forge 1.16.5 (36.1.0) on my MacBook Pro, and I always get the following error window during installation:

I've tried updating Java, uninstalling and reinstalling both Minecraft and Java, and using a different internet connection, and nothing seems to work. The Forge installation is available in the launcher, but when attempting to launch the game, it crashes with error code 0. Does anyone know what I'm doing wrong?

You need to to change your java version. The version you have installed does not have LetsEncrypt's root authority.

same error appears for forge `forge-1.8.9-11.15.1.2318-1.8.9-installer.jar` on java 8 tested and tested on java 15
