Forge downloads a normal vanilla server jar even though I pressed the install server option

I cant run the forge jar I can only run the minecraft server jar. Also when i try using the bat file it only works fore the minecraft server jar. when the server is loaded up it says its vanilla.

Running the forge jar using the bat file doesn't work. and when I double click the forge file it also doesn't load anything not even a world file.

When i run the initial forge installer this is what the folder looks like.
