i cant generate the universal folder

i execute the forge server instaler , but dont generates the universal file, ;C?

i try to run the file forge-1.12.2-14.23.5.2855, but nothings hapend.

its a mod server

1.12 is no longer supported on this forum.

Please update to a modern version of Minecraft to receive support.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.
