1.7.10 forge

There's a mod I want to play (charsmud's TimeTraveler!) and to play it, i need to use forge-1.7.10-10.13.2.1291, when i download the installer and try to open it, it doesn't open! If anyone knows a fix i would much appreciate if you could let me know!

1.7.10 is no longer supported on this forum. Please update to a modern version of Minecraft to receive support.
