Forge 1.16.5 crashing on launch

my mod loader wont i shows it as working but then when it is about to load it goes back the the mincraft lancher with this message net.minecraftforge.fml.config.ConfigFileTypeHandler$ConfigLoadingException: Failed loading config file forge-common.toml of type COMMON for modid forge Exit Code: -1

please help
