i currently try to add an item that can be used similar to leather. I saw that their is a leather tag, but when i add a json leather to /data/forge/tags/items it isn't working...

I think the vanilla recipes still using minecraft:leather directly instead the tag?

Is there a good way to replace this without override all vanilla recipes with leather?

Recipes are datapack objects, you can just replace them with tag versions and supply your own tag.
