Hook for ResourcePack change

Hi again. Another thing which I did not find in the current version.

I need a hook for when the resource pack is changed/reloaded. Would really appreciate a response

Ya you're not gunna see a forge class in vanilla minecraft but yes it exists so we will not be adding a hook as it already exists.
