[1.18.1] How to make ItemStackHandler/Container set an itemStack in a slot without being able to extract the itemStack?

So I am trying to make an itemstack act like a filter by cloning an itemstack into said slot and returns an empty itemstack when I get the stack in said slot. But I can't seem to get it to work properly as it doesn't set an itemstack in a slot.

Please explain the gameplay behavior you want, not how you want to program it.

So basically, I want to make an item that acts as a filter. As in I only want it to accept the itemstack I put in and clears itself if I click on that slot again because I am using this as a whitelist/blacklist container to essentially "filter" out block drops.
