So I tried an installation through curse forge on a different pc and it worked, theoretically I should be able to copy that folder onto a flash drive and move it to this PC since it is a download problem, correct? and if not that I assume i should just go the manual route.

That should work according the user on the other thread, but you better asking curseforge. Only they know how their software works.

UPDATE:  Problem solved by copying "curseforge\minecraft\Install\libraries" from a pc that forge worked on and replacing it on the other pc. Thanks so much for the help! You guys are awesome.
