My game thinks mods are data packs so it doesn't let me play the game

The title basically explains it, but yeah, I can't make a world, or join a world, because my game thinks my mods are data packs and tells me there's a data pack error. A weird thing is that when I actually finish the world making thing, it crashes and gives me "Exit Code: -1" which I haven't been able to find anything about on google.
