Optifine doesnt work with Forge

I understand that this is a common Issue but i still cant figure this out.
I installed Forge 1.19.2 Version 43.1.1. on my system under .minecraft and can launch the version, (i also installed a server using forge which works fine), now ive downloaded OptiFine_1.19.2_HD_U_H9 which, according to the changelog is compatible with the Forge version that i am using, ive moved the .jar file of optifine into my .minecraft "mods" folder, however whenever i launch the game with the Forge Version, OptiFine isnt present and none of its features work. I know that it wouldnt show up in the mods menu in game regardless of it working, but it also doesnt have any of its features and doesnt show up in the Graphics Settings so i know that it isnt working. 
Ive tried using a different version of OptiFine as well, which also states that it supports that Forge version, yet i cant get it to work.

Optifine issues should be reported wherever optifine provide support.

But a common issue is your browser downloading jar files as .jar.zip files instead of with the .jar extension.

Boilerplate:

If you don't post your logs/debug.log we can't help you. For curseforge you need to enable the forge debug.log in its minecraft settings. You should also post your crash report if you have one.

If there is no error in the log file and you don't have a crash report then post the launcher_log.txt from the minecraft folder. Again for curseforge this will be in your curseforge/minecraft/Install

Large files should be posted to a file sharing site like https://gist.github.com  You should also read the support forum sticky post.

Yeah sorry i didnt know about the optifine support thing but the file is .jar instead of .jar.zip or whatever.
