1.20.4 Forge server on 1.20.4 does not start without any mods

That is the full output of the server. It does not create a log or crash report because it never gets that far.

I have no idea - maybe the server is not using Java 17

I am running the start script in the eclipse-temurin:17 docker image. It can run 49.1.36 without any issues.

Make a test with another java build like Azul Zulu

Why? We use eclipse temurin to run tens of thousands of forge servers every day and the issue does not exist on any other forge version. Clearly there's something wrong with the launch script on that version. Have you tried running it yourself?
