Forge Server Achievement-Announcement Setting Bug

On any server using Forge, the Achievement-Announcement setting is ignored. They always appear, even when set to false in server.properties. This is true on both regular Forge servers and MCPC+. I talked with bloodshot45 (Kratos_Knox) and he confirmed the bug and asked that I submit something about it. I hope this is the right place. He also said it may be a vanilla issue, that could be patched.
