Forge can't find my Server jar

I want to make a mod so i installed mcp, forge, new minecraft.jar, and a new minecraft_server.jar. When i click install it says it can't find my server jar. Is it because my minecraft_server.jar is not opening with java se binary and with winrar still after it went to the mcp jars file or what. I am getting fusterated will someone help.

    Follow MCP's setup instructions and put minecraft_server.jar into MCP/jars/

     

    I do Forge for free, however the servers to run it arn't free, so anything is appreciated.
