I could be mistaken but I believe you would need an art program and create the animated texture.  Then that would need to be placed in your textures folder after you start minecraft.

Can you please actually say what blocks in that mod uses this texture and in what classes I need to look to make my block animated? I cant just go blindly into every class looking

Create a stagnant version of the block you want and the Animation gets overlayed so it overrides the normal texture, hope that helps. Used that for DivineRPG portal textures
