"The directory is missing a launcher profile"

So I've been trying to install Forge for Minecraft 1.8. I'm using the 1.6.11 launcher, I'm on windows 7, and I'm using forge 11.14.1.1354. When I download it and run the installer, I am greeted with this image;

If I try to go ahead and install forge for client it tells me "There is no minecraft launcher profile at this location, you need to run the launcher first!" Even though I have run the launcher many times.

I definitely have my .minecraft folder in place, the launcher is working fine, I have a profile. I have searched up for fixes before but none of them work. Can somebody tell me what's wrong?

Are you logged into the same account you are running Minecraft with?

It gives you the exact path it is trying to find the launcher in.

Could always run the game and then click 'options -> texture packs -> open texturepacks folder' to find where Minecraft is actually being run from.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

i think i just figured this out for 1.17.1!!!! it kept having issues with my launcher_profiles.json file, and since i downloaded the new launcher from microsoft studios, that file was renamed to launcher_profiles_microsoft_studios.json or something like that. all i did was rename that file to the original "launcher_profiles.json", then retried opening up forge. it got rid of the issue and i so far have not run into any issues! hopefully this helps someone who is as frustrated as i was lol.
