creating items on startup at smp

We are creating our own mod pack. Now we would doing a clean test.

No player get books at the first login on server. A test with single player word gave this books correctly.

Now my questing. Is this a problem with forge or did we missing a server parameter?

(tested with 1428 and 1408 and only with hqm and open blocks)

Forge doesnt give you anything at startup.

You need to check how those mods work.

Thanks for the fast answer. In the meantime I think its a feature of minecraft for some protection.
