When running Forge 1.8, when I close Minecraft, the Java process (from task manager) does not close automatically, thus requiring me to close it manually every time, lest I get 40-60% of my CPU taken up by a program that should no longer be running. It appears that this effect can stack. I have tried installing different versions of Forge, and also tried updating Java. None of it works, but using a different minecraft version (1.7.10) does.

Log: None, minecraft is not crashing.

1) There is always a log

2) This has been looked into extensively. Its hanging OUTSIDE of the Minecraft process. Something after the entire JVM has shut down is holding the process open.

Haven't been able to track it down as nobody has been able to reproduce. Best guess you have a AV thats being derpy.

I do Forge for free, however the servers to run it arn't free, so anything is appreciated.

Remove All Mods

Completely uninstall your antivirus

See if that works, if it doesn't I refer you to what I said in the last post.

Get me logs telling me that you did what you claim to of done. And Try in safe mode. There is something interfering with your shit. The last time this was reported the error was happening at the end AFTER FORGE HAS EXITED so we don't control any of that.
