[1.7.10] Minecraft "Gave up trying to download" a .jar file

So, here's the last copy of what "Development console" of minecraft launcher says:

Then the client doesn't even show up, so no logs except "latest.log", that contains only

(This is latest, same with recommended

In .minecraft/versions/%version% there is only a .json file)

P.S. Maybe there is a file that I need to manually insert there? Clear install, only trying to create a modpack btw.
