I need help making an ender wand. I have made one already that uses basic ender pearls but I wanted to take it to the next level. I want the wand to teleport instantly and as accurately as possible.

I suggest you do a ray cast and then teleport the player to the position that was hit.

Sun that is correct. I have made it so that it shoots ender pearls but I don't know how to make it instantly teleport like you said.  I have NO idea how to do this. Do I take some of the ender pearl properties and tweak with them a little bit??
