Forge Not Modding my server

I did everything i even tried a different Version and it still says its a Vanilla server, and when i try to open the universal file it doesnt create the mods folder,,,
 

PLEASE HELP!!!

I have been downloading mods that are able to go with forge 1.12 mods are 1.12 I am doing everything it tells my nothing works. :(

@diesieben07 I am starting the server by opening and running my bat file and i get in but it says Vanilla server instead of forge or modded or whatever its spposed to say

I downloaded forge through the installer from the original forge site.. another thing i forgot to mention i try t add the mods folder and everytime i do it never takes

java -Xmx4000M -Xms4000M -jar minecraft_server.1.12.2.jar noguiTrying to find it >.> and I installed it by clicking install server in the damn forge installer
