Mods not loading [Forge Server]

I'm trying to start a modded forge server to play with friends, installed the server client, did everything with the minecraft .jar file to create the server files, created a mods folder and placed the mod in it. The problem is: The mod doesn't work in multiplayer... works fine in singleplayer but in a server I can't do anything with the custom items.

When I execte the "forge-1.12-14.21.1.2387-universal" nothing happens...

I followed the video tutorial, using the .bat file I got this message:

I think I installed Java 8 and it still doesn't work.

(please send a download link, just in case I downloaded the wrong thing)

try deleting the mods folder opening the .jar file that doesn't have universal in the name and then it will load some more files then you open the universal .jar file

You get Java 8 from oracle.com You will need to either uninstall Java 9 or tell the launcher to specifically use java 8.

Why do you think you need a mods_list.json to make a new thread?

Just make a thread stating your issue and include logs.
