so im hosting on my computer with java 1.8 and go to run the server, starts fine but no matter what modpack as long as its 1.12.2 all my friends time out. I just got new wifi and its wayyy better and my pc is fine it can run it so i was wondering if it was an issue with java. please help.

(edit)

so just extra info the forge is forge-1.12.2-14.23.4.2705-universal

speeds are 10 megabytes (not bits) for upload

and 80 megabytes on download

i also have 48 gigabytes of ram

an intel i7

and java is 1.8 the lastest downloadable 1.8 i think

(edit2)

also this is ONLY 1.12.2 modpacks servers on lower versions run perfect my friends are at 5 bars lag free.

Another note 1.12.2 VANILLA servers work fine so its something with forge i think.

Try running it with only forge, also post your debug.log file. For the server and if you can get it the debug.log of one of your friends that time out.
