I installed Forge server but I't won't load mods. (and displayed as A Vannila Server)

So.. I just installed my forge server and I can't seem to load mods and seems like A normal Vannila server.

I have followed some guy video on youtube.

(when I installed the forge server there is no mods folder)

How did you install Forge?

How are you starting the server?

This is my Forum Signature, I am currently attempting to transform it into a small guide for fixing easier issues using spoiler blocks to keep things tidy.

 

As the most common issue I feel I should put this outside the main bulk:

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.

 I follow this youtube video since I'm playing 1.12.2 but when I installed the server there is no mods folder and the server is vannila.

Oh...My...God... he actually links you to his own website with ads rather than directly to Forge.

 

Just tell me the steps you followed, I'm not watching that any more.

Okay.

 

1st.I downloaded the Forge installer (Windows)

2nd.Run it and installed the server

3rd.Opened the Minecraft 1.12.2 server jar

4th. Accept the EULA thing

5th.Run the Server.jar again

6th.I run my Minecraft only to see that it's A vanilla server

i followed all these steps and got this
