1.14.2 Forge does not work

I have tried almost every download of 1.14.2 forge, but it does not work. I will go all the way through the installation process, and it will say that it has successfully downloaded everything and it added some libraries, but it does not show up in my versions inside of the client. I have tried to download 1.12.2 forge and it worked, but 1.14.2 does not seem to want to work and I can't figure out why. I can't even figure out where the files are downloading or if they even are, I just know that it is saying that it successfully downloaded when it really hasn't. Any and all help is appreciated.

Open a command prompt in that folder and run the command java -jar [Forge Installer File] > Installer.log

How do you open a command prompt? I have searched it up but when I right click on a file or just the black space of file explorer, there is nothing that says anything about a command window.

Hold shift while right clicking the blank space and make sure you have nothing selected in that folder

I also cannot get forge 1.14.2 to work. it loads OK, but when I run the game it crashes.

Whenever I try entering what you told me to enter, it gives me an error. Can you give me something I can copy and paste? I have tried entering forge-1.14.2-26.0.0-installer > Installer.log where you have [Forge Installer File] but it will not work.

      This is my first time setting up a minecraft server, and I had wanted to add modding capabilities with forge but I keep getting errors while installing? I have tried installing several versions of forge but i have ended up getting unable to find class and checksum errors?
