How to add an enchantment effect?

How do you add an enchantment to my custom modded bow?  Not just the shiny effect but the actual enchantment.  I want it to always be there, not put it in the enchantment table then get the effect.  For example I want the flame effect on my custom bow always there.  Does anyone know of a solution?  Thanks in advanced!
