I made a custom fluid called Seawater and I want to change the ocean to be that. I have no idea how I could do this.

Use a resourcepack to change the texture of water?

 

Or do you mean - large bodies of water only? That would require custom in-game logic to decide which water blocks are seawater and which ones are rivers or ponds.  World generation logic and custom block placement logic.  Not impossible but probably a challenge unless you're quite experienced at Java and Minecraft modding.

Could you tell me what method I could use to make a certain block seawater?

Also maybe a Forge Event I could use to do this in.
