The .jar installer will do it for you.

Make sure you have 64-bit Java 8 installed.

If it still doesn't work, post as much detail as you can on what you did, and what did/did not happen.

I Used all 3 Version, Installer, Launcher and Universal. I click on the file, a blank Java Terminal pops up very briefly and the disappears with no other commentary. Is this a Java problem or something else? (I have re-installed the correct version of java)

You only need the installer, try running the jar from the command line and tell us what it says

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.
