The version of Minecraft. Versions below 1.14 are not supported.

Well, I guess I can't speak for Microsoft/Mojang about what they support, but forge no longer provides support for any version lower than 1.14, there are just too many versions to support the old stuff, and the majority of the developers are focusing their efforts on current stuff.

 

That being said, you can still use it, but if you have problems you'll have to either figure it out on your own, or look for help elsewhere.
