First, I want to avoid any confusion: I already know the basics of item tooltip edition (both in an item class and using the ItemTooltipEvent). I currently am using the latter because I need to edit the tooltip of all items.
However, I came across two different problems one of which I have no idea how to solve at all.

So my first problem is, I want to add X lines in-between the eventual item's lore and it's attributes if it has any. Would there be a better way to do it than checking all the current lines of the tooltip to see if it is one I should add before?

 

And my second problem is, I would ideally need to display small images on a tooltip line, rather than using UTF-8 symbols. Is that even possible to do?

I do not think so. At least, not easily. There might be a way if you intercepted the rendering, but having not tried to do this, I am not sure.

Maybe check out code for Quark's shulker tooltips and Silent Chaos's Equipment tooltips (both on CurseForge with github source). Both mods seem to change the tooltips to include textures so they might help you narrow down the render code searching.
