I have tried this too, but still nothing..

		RenderType cutout = RenderType.getCutout();
		
		RenderTypeLookup.setRenderLayer(BlockList.special_sign, cutout);

Oh okay so when I have a VoxelShape that is 0.0D, 0.0D, 0.0D, 16.0D, 8.0D, 16.0D, then it makes it a solid block, after I changed the 16.0 to 14.0 it works fine.. 

Issue closed for me.

You should use a voxel shape that as closely matches your model as possible. Your model appears to be only 1 pixel thick in either the X or Z direction, aligned to the center of the block. So your voxel shape should be more like (0,0,7.5) to (16, 0, 8.5).
