You don't need to delete it to install a new version. Forge installs itself as a version of Minecraft so you just need to make a new profile/installation and select your desired Forge version from there.

No. The class still exists in 1.13. The name of the class didn't even change from 1.12 in 1.13. Use your IDE to find the GuiContainer class and use it to create your GUI.
