After 1.13 that system was removed from Forge as it is handled by Launcher Profiles/Installations. How long ago did you download your mods because that crash report doesn't match what I'm seeing from what is supposed to be the same version of BOP from Curse.

If you temporarily disable webroot does the installation finish?

The filenames of one or more of your mods suggests you got them from a repost site. Please read up on the StopModReposts project (link in my signature) for info on why this is a bad thing.

It's not part of Forge. Lex had to turn ads back on to pay the bills because the patreon goal wasn't met last month and adfocus is apparently the best of a bad situation in regards to monetizing links. I believe Brave is a browser with built in adblocking or something, you can get the direct download link by opening the "List All Versions" dropdown and clicking on the "i" next to the installer of the version you want. Please only do this if nothing else works because as I mentioned above these are ads that help pay the bills. If you want to see the ads turned off again please consider pledging to Lex's Patreon.

This has all the symptoms of having mods on the client but not the server. Also you are aware that mods will not work across versions, right?

I have no idea what you're talking about but there is absolutely nothing we can do about Google search results.

Please restart your launcher, attempt to start the game, then close the launcher and provide launcher_log.txt from your .minecraft folder

If you can join the server then its not crashing. You as the host should not be trying to use the external IP to join, just use localhost to connect if you're on the same machine. For your friends it sounds like you need to forward your server's port.
