How are you starting the server? -
Have you checked the bottom of the version list? For some reason 1.12.2 versions of Forge get booted to the bottom of the list.

I’m saying it looks as if you’re playing Vanilla or some non-Forge game. What are you playing?

Pixelmon is designed to run with a specific Forge version, make sure you are using that version. Edit: Merged duplicate threads, don’t do that again.

Try running Forge once, see if it creates the folder for you

Optifine versions are designed to be compatible with specific versions of Forge, check their changelog for the compatible Forge version.

Try a Java version between 8 and 10, including 8 and 10.

That doesn’t look like a Forge log, those look like Proguard names.

It's how you should have been doing it the whole time, and it's not that hard to do.

Stop with the caps. How did you install the server? How are you trying to start it? Do you have Java installed? Do you have WinRar installed?
