After the first installation Forge does not create a new profile, it just adds itself as a "Minecraft version" that you can choose when creating or editing your launcher profiles.

Even the Forge team can't fix it, this is an issue with the hosting company

That appears to be an issue with Forestry mod. Make sure you are using up to date versions and if that isn't the case bring it up with the author.
